Second Forum Meeting Report
The second meeting of the EECA Judges’ Forum on HIV, Human Rights and the Law took place on 15 and 16 October 2020. It gathered 88 participants, including members of the judiciary, representatives of national judicial training institutes, officers of UN country offices, and civil society and community ac- tivists from eight countries of EECA, as well as rep- resentatives of headquarters and regional offices of UN agencies (full list of participants is provided in Annex 1). The meeting, devoted to the issue of criminalization of HIV transmission, exposure and non-disclosure, was moderated by the members of the Forum Steering Committee.
During the session, the following agreements were reached:
- 3rd meeting of the EECA Regional Judges Forum on HIV, Human Rights and the Law will take place in 2021 in Ukraine, possibly with one day devoted to criminal law and a second day on civil law
- A national Judges Forum on HIV, Human Rights and the Law will take place in 2021 in Tajikistan
- The Forum mini-site will be further developed and become an interactive platform for continuous information and experience exchange among judges of the region (feedback/chat form; regular content update and other)
- Regular (quarterly or more frequent) online trainings/webinars will be organized for judges to cover specific topics identified by the Forum Steering Committee
- As Judge Chirosca from Moldova could not participate in the Forum, the Steering Committee will seek additional member(s) to fill in the vacancy
- UNDP Istanbul Regional Hub and respective country offices will support the preparation to and the organization of the 3rd Forum meeting
- Linkages to National Institutes of Justice and other training institutions for judges will be explored to ensure sustainability of capacity strengthening endeavors.
